You can use the FAQ and create a new cadigory called site rules Or make a Global announcment which is the best way in my opionion.

that is what i do currently i setup an announcement with a link in the nav bar for the rules.. this way noone can say they never saw a rules link... everyone looks at the nav bar

If I'm not mistaken vB has a feature that allows you dynamically create new pages that have the same global permissions as the rest of the board
